Well there is a special forum called Bloodline Registration

It explains everything there, you will either by allowed or denied

If you make a huge post( cus of all the jutsuś)

Receiving Bloodlines

Bloodlines are very easy to get (sometimes)

You can request to the clan leader of your clan to have the bloodline.

Sometimes you may have to participate in Exams to be

able to have the bloodline your clan requires..

And yes some clans do require you to have a certain bloodline to be in that clan

Someone makes a poll, which is then allowed by an admin,

then you click what you think should be the best poll item then click send
